Administrative Services Credential (ASC) Tier II

 

The Tier II, or Professional Administrative Services Credential, is designed for full-time school administrators who hold the Tier I Preliminary Administrative Services Credential and now need to clear that preliminary credential by obtaining the Tier II Professional Administrative Services Credential.

The Tier II Credential provides focused, reflective, assessment-based professional development for school administrators, enabling them to effectively address the challenges of educational leadership in diverse settings. Analysis, research, and evaluation comprise an individual induction plan for the practicing administrator, as required by the Commission on Teacher Credentialing (CTC).

The Tier II Credential is offered jointly by UC Irvine Extension and Department of Education and is approved by the CTC.

What are the requirements to obtain the Tier II Credential through UC Irvine?

  • Possess a valid Tier I (Preliminary Administrative Services) Credential
  • Complete a minimum of two years of successful full-time employment in a private or public school in a position requiring the Tier I Credential (as verified by employing school or district).
  • Provide verification that you have passed
    the CBEST
  • Obtain a grade of B or better in Education XI398A (Induction) and Education XI398B (Final Evaluation)
  • Complete exit survey

English Proficiency Requirement
All certificate programs at UC Irvine Extension (classroom and online formats) require professional-level English language proficiency in listening and note-taking, reading comprehension and vocabulary, written expression, and oral presentation. As a public school administrator, do I have to have the Tier II Credential?

The Preliminary Administrative Services Credential (Tier I) is valid for five years. The intent of state law is that the holder will begin work on the Professional Administrative Services Credential (Tier II) upon his/her initial employment in school administration.

How do I enroll in the Tier II Program?

  • Enroll in Education XI398A through University Extension
  • E-mail the Instructor, Dennis Evans (devans@uci.edu) for the course syllabus and further instructions
  • Once you have completed Education XI398A, enroll in Education XI398B through University Extension

Following completion of the courses, what next steps are involved?

Contact the credential analyst at the Department of Education. You will need the following documents and materials to process the Tier II recommendation:

  • One official sealed transcript (available through University Extension) reflecting your grades in Education XI 398A and Education XI 398B.
  • Completed credential application (download from the Commission on Teacher Credentialing website www.ctc.ca.gov); please include an email address that is not an AOL or a School District email address
  • Official verification of at least two years of successful employment as a school administrator
  • Copy of CBEST Card
  • Copy of your Preliminary Administrative Services Credential (Tier I)
  • A valid credit or debit card will be necessary to make payment directly to the Commission on Teacher Credentialing via CTC website. (You will receive email instructions after your application has been submitted by the credential analyst.)
  • A $125.00 check made payable to UC Regents. UCI charges $125 for processing the Tier II. This fee is in addition to the $57.00 fee paid to the CTC.

Once all required documents are submitted and the credential analyst has processed your credential recommendation for the State, you will receive an email requesting payment from the CTC. After payment is received and the CTC completes your application process, you will receive a second email confirming the payment for your credential. You can use this email as verification for your district that your credential is being processed. The credential document will be emailed to you several days later.
